On Tuesday (5/2), the Palmyra Highway Department, with assistance from the Wayne County Highway Sign Crew, permanently closed the north section of Palmer Road between Hogback Road and Whitbeck Road.
Several years ago, Dolomite purchased a large amount of land encompassing this area and both sides of Palmer Road to expand their mine operation. Starting about 6 years ago, Dolomite imitated discussion with the Town about of closing this section. No homes existed on the road anymore and they owned both sides of the road.
Recent traffic counts in 2018 showed an Average Daily Traffic count of 98 vehicles per day that utilized this section of roadway. For many years this section of roadway has also been a problem area for roadside garbage dumping. Last October 2018, the Town Board held a meeting at the East Palmyra Fire Hall where this potential closure was further discussed.
Input had been requested for the meeting from all surrounding School Districts and Emergency Responders.
These included Newark FD, EPFD, Port Gibson FD, Finger Lakes Ambulance, NAVA, NYS Police, WC Highway, WC Sheriffs, WC 911, and WC Emergency Management. Hearing no major concerns with a requested closure, the Palmyra Town Board passed a Resolution to Discontinue this section of roadway at their February 2019 Town Board meeting.
Given the winter season it was decided that the closure would take place in/around May 1st.
The former 4-way intersections at each end of Palmer were converted to 3-way intersections per the attached pictures. The areas where asphalt was removed and bermed-up will be topsoiled and seeded very soon.
